New divisional structure

Reshaping how VCAT operates and serves Victorians.

On 2 February 2026, we began operating under a new structure. This change aligns with our strategic roadmap, Towards Excellence.

Our new structure reshapes our organisation to:

  • create clearer ways of working
  • increase efficiency and reduce wasted effort
  • improve the experience of service users.

Service users don't need to change how they interact with is. But they might start to see the names for our new structure when interacting with us. Our systems and processes will take time to align with our new structure. Old division and list names will co-exist with new divisional names during this time.

Our new structure has 3 operational divisions. Each division has practice areas that replace lists.

We also have 2 supporting divisions, Appropriate Dispute Resolution (ADR) and Legal and Policy. This change embeds ADR as a central feature in our service model.
