Our structure
Understand our structure and the role of our leaders.
The Victorian Civil and Administrative Tribunal (VCAT) decides on a range of civil and administrative cases in Victoria.
VCAT is established by the Victorian Civil and Administrative Tribunal Act 1998.
Our leaders
Our President, Vice Presidents, and Chief Executive Officer lead the tribunal and oversee the administration of VCAT, including our members.
Our members are appointed by the Governor in Council. They are often lawyers or other specialists and are responsible to apply the law and make impartial, independent decisions in the cases we hear.
Our President, Vice Presidents and Chief Executive Officer are supported in their roles by our:
- Executive Leadership Team–accountable for delivering the administrative and corporate services and projects.
- VCAT Leadership Group–consists of our Heads of Division and Executive Leadership Team and are responsible for strategy, key policies, and issues that have a significant impact.
In February 2026, we implemented a new divisional structure comprising of 3 operational divisions and 2 supporting divisions. Each division is led by a Head of Division and Deputy Head of Division.
Operational divisions
Consumer Division
This division manages the following case types:
They also manage the delivery of Rental Dispute Resolution Victoria (RDRV).
Land and Environment Division
This division manages the following case types:
- Building and construction
- Co-owned land and goods
- Environment and resources
- Land valuation
- Owners corporation
- Planning
- Retail and commercial leases
- Traditional owners and Aboriginal heritage
- Unreasonable flow of water between properties.
People’s Rights and Responsibilities Division
This division manages the following case types:
- Disability Act
- Equal opportunity
- Guardians and administrators
- Legal practice
- Medical treatment and advance care directives
- Mental health
- Powers of attorney
- Privacy and health records
- Restrictive practices in residential aged case
- Review and regulation
- Voluntary assisted dying.
Supporting divisions
We also have 2 supporting divisions, Appropriate Dispute Resolution (ADR) and Legal and Policy.
